Black dots are back :(

I spoke about the plant I removed, because of the black dots it had.. I suspected insect eggs or parasites, but I removed the plant completely to be safe.

This morning, I discovered them again on a different plant.. I can't tell if they were eggs, parasites, or fungus. I always thought eggs would be under the leaf, not on top.
